Since shelters most often receive food donations, the less common and often needed donations are actually cleaning supplies like bleach, mops, towels and laundry detergent. They can also always use cots for the dogs to sleep on and disposable pee pads.
In our experience so far, we have seen that socks, deodorant and snacks are the most needed and appreciated items.
